As far as I am aware, this idea has never been presented before, and it is brilliant. Even outside of a horror setting, it would make a good concept and easily has some aspects that are thought-provoking. The tone reminded me a lot of "Gattaca", in a very good way.I would love to see this transition into a feature film. Much like "Mama" went from a short to a feature, I think there is a lot of potential here -- the short is good, but a world this complex could be stretched to 90 minutes without any difficulty.
