Two years ago, Ryuji Kazama, an executive from the Daido-gumi, fought to rescue his brother-in-arms, Fujinami, who had been kidnapped by the Hanamura-kai. After completing his sentence, Ryuji returns to society, only to find that the organization has changed. As the next leader of the group is being discussed, attention turns to the power struggle between the cunning Wakagashira Saeki and the old-school fighter Ryuji. Saeki's schemes begin to surface.
